Walk three blocks of North Highland Avenue between Cumberland and Rock Springs and you have covered most of what makes Morningside function. The bakery, the farmers market tents, the corner where people wait for a table, the restaurant space that has changed hands three times in a decade. That stretch is the neighborhood's operating system, and a June announcement out of Buckhead just told residents something important about how it will run for the next several years.
